What the heck is a "non bleed" marker?

My mom wants a set of Non-Bleed markers and I'm shocked I cannot find the meaning of this anywhere. What is it supposed to "not bleed through", the paper? What happens if you use thin paper..is the non-bleed marker suddenly a bleed marker? Or do they not bleed into each other? Any scrapbooking experts out there know?

Try a marker that contains pigment instead of dye. Dye molecules’ smaller size precipitate bleeding and spreading on a marked surface whereas pigments do not.
I use Pigma markers and usually pick them up at Joann's, where you can also use a 40% off coupon. They are definitely in the quilting department (they are also GREAT for writing on fabric), but they probably also have them in the scrapbooking department.
They come in various sizes, a 0.3 or 0.5 is good for writing words... whereas .01 or .001 is good for finer marking. There are lots of sizes, so you can figure out what's best for you.
